4 solar panels, two 12 volt batteries ..panels wired in series or parrallel?

     With such small system, panels not yet connected to solar charge controller, multimeter measurement under this morning hazy sun ...approximately 21 and 22 volts per panel.

     How do I know whether to connect panels in series or parrallel?
